I was wondering, what is the MAX number of tools you have seen in a studio? Does the amount of tools effect performance in any way?

The max allowed is more than the max recommended, I would say. More tools shouldn’t affect the speed at all—but from a user experience perspective, once you get over ~20 it quickly becomes overwhelming.
The exception might be if you were using a lot of folders and content pages to create a detailed “curriculum” of sorts.
What are you trying to build?
To echo Mr. Inck’s excellent point (he really is the most astute of the team here) less is often more.
On terms of an actual hard limit… I know of no hard limit of Pickaxes you can add to a studio. If you hit a limit, let me know.
